Where could a university professor turn in a scholarly research paper relating to the hebrew language?

I'm helping a professor out in return for his help with an independent research paper. He's published a number of books and articles but the one on this topic (pertaining to the methods of learning Hebrew in America and in Israel) doesn't seem to fit in in many places. Could anyone advise on a good place for a scholarly research paper such as this to be submitted to?
